The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We (...) discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts. Since the subsidised economy was substituted by privatisation in 1986, family became the main source of support for the majority of Vietnamese elderly. Traditionally, old aged parents live under the same roof with their adult children, so that they can be looked after. Recently, the process of modernisation of its economy with the focus on urban areas in Vietnam has pushed young rural generations away from home and torn rural families apart. Scholars and experts have tried to understand if that (...) movement is having any impact on the left-behind parents. However, the majority of the existing studies used secondary data, and quantitatively tested only the economic aspects. Other aspects of life of the left-behind elders attracted a limited amount of research. The voice of those left-behind elderly parents was also underestimated, and often not heard. This study utilised a qualitative approach and drew on the voice of those insiders, whose children had migrated to urban areas for employment. It explores the wellbeing of rural elderly individuals, not only the material aspects, but also emotional and physical care. (shrink)

Vietnam continuously liberalizes the financial market as a requirement for its accession to the World Trade Organization in 2007. This paper discusses the foreign investors’ expectation and their experience when penetrating into Vietnam’s market. The role of the foreign entrants is also assessed. By synthesizing and analyzing relevant research and reports, several important insights are discovered. Firstly, the presence of foreign investors and banks improves market competition, efficiency, and stability. Wholly and partly foreign-owned banks provide the spillover effects in management (...) quality, in the introduction of world standard banking products and services, and in the application of information technology. Secondly, by looking into the foreign owned banks, it is found that the banks’ foreign investors are not likely to play an influential role in managing the banks they invested in. The motive of the investors to control the invested companies leads to their decision of holdings withdrawing. (shrink)

Since 2013, Vietnam has implemented a plan to reform the whole education sector. However, there is little understanding on the status of educational research in Vietnam, which may lay the foundation for such plan. Thus, this research aims to analyze the whole picture of educational research from Vietnam, as seen from the Clarivate Web of Science (WOS) database: 215 publications were recorded, ranging from 1991 to 2018. These 215 publications were further analyzed from five perspectives: 1) number of publications by (...) year; 2) research fields and levels of education; 3) top institutions with the highest number of publications; 4) international collaboration; and 5) quality. Some of the most notable results are: 1) the educational sciences in Vietnam have been still under-developed until recently; 2) among different research topics research among educational sciences, some (e.g., Vocational Education and Training or Early Childhood Education) seemed to be overlooked whereas others (e.g., Higher Education and Teaching and Learning) seemed to receive more attention from educational scholars; 3) all the most major education – specialized universities did not appear among the top five institutions with highest number of publications; 4) Australia, Thailand, the USA, New Zealand and China were the countries with the highest number of co-publications with Vietnamese researchers; and 5) The majority of publications belonged to low-ranked journals. Implications would be withdrawn for Vietnamese policymakers, education leaders, educational researchers and teachers in order to adjust their policies and/or action plans; thus, enhancing the performance and impacts of educational research in the future. Cuộc khủng hoảng 2007-2008 nổ ra ở Hoa Kỳ kéo theo sự lao dốc của các thị trường chứng khoán các nước cho thấy tồn tại tác động lan truyền từ thị trường này sang thị trường khác. Mục tiêu của bài nghiên cứu nhằm kiểm tra mức độ lan truyền trong tỷ suất lợi nhuận và độ biến động tỷ suất lợi nhuận từ các thị trường chứng khoán phát triển (Hoa Kỳ và Nhật Bản) đến tám thị trường (...) các nước mới nổi (Ấn Độ, Trung Quốc, Indonesia, Hàn Quốc, Malaysia, Philippines, Đài Loan, Thái Lan) và Việt Nam. Nghiên cứu sử dụng các biến ngoại sinh là cú sốc từ thị trường Mỹ và Nhật Bản và hiệu ứng ngày trong mô hình ARMA(1,1)-GARCH(1,1) trên dữ liệu của các nước mới nổi khu vực châu Á và Việt Nam nhằm đánh giá tác động lan truyền. Nghiên cứu đưa ra một số kết quả như sau. Thứ nhất, hiệu ứng ngày tồn tại trên sáu trong số chín thị trường chứng khoán được nghiên cứu, ngoại trừ Ấn Độ, Đài Loan và Philippines. Thứ hai, tồn tại tác động lan truyền trong tỷ suất lợi nhuận giữa các thị trường với mức độ khác nhau, trong đó, Hoa Kỳ có tác động mạnh hơn đến thị trường Malaysia, Philippines và Việt Nam; ngược lại, Nhật Bản có hiệu ứng lan truyền cao hơn đến thị trường Trung Quốc, Ấn Độ, Hàn Quốc và Thái Lan; đối với thị trường Indonesia, hiệu ứng lan truyền từ Hoa Kỳ và Nhật Bản là tương đương. Nguồn lực và chất lượng giáo viên là một trong những mối quan tâm thiết yếu để phát triển giáo dục bền vững. Thông qua phân tích bộ dữ liệu “Khảo sát thói quen phát triển chuyên môn giáo viên các trường phổ thông ở Việt Nam năm 2019” với 464 quan sát về thói quen học tập của giáo viên phổ thông từ các trường công lập và tư thục trên cả nước, chúng tôi thực hiện nghiên cứu phân (...) tích thói quen phát triển chuyên môn của giáo viên. Nghiên cứu này là một phần kết quả của dự án nghiên cứu về năng lực chuyên môn giáo viên phổ thông Việt Nam giai đoạn 2020 – 2025 của Trung tâm nghiên cứu và Phát triển Giáo dục EdLab Asia. Bằng cách phân tích dữ liệu về số giờ tham gia hoạt động phát triển chuyên môn của giáo viên ở từng loại hình trường, nghiên cứu chỉ ra sự khác biệt về thói quen học tập của giáo viên các cấp phổ thông theo từng loại hình nhà trường. Nghiên cứu cũng chỉ ra rằng hoạt động phát triển chuyên môn giáo viên của trường tư thục tốt hơn trường công lập. Kết quả của nghiên cứu là gợi ý cho các nhà hoạch định chính sách, các nhà quản lý giáo dục tại các cơ sở giáo dục phổ thông, không kể công-tư tham chiếu và điều chỉnh các kế hoạch, chương trình phát triển chuyên môn giáo viên. Dựa trên dữ liệu thu thập là giá đóng cửa của cổ phiếu Công ty Cổ phần Sữa Việt Nam (VNM) theo ngày, từ ngày 31/8/2016 đến ngày 14/9/2020, bao gồm 989 quan sát được sử dụng đo lường sự biến động của giá cổ phiếu và lợi suất ngày. Từ đó sử dụng mô hình ARCH-GARCH để dự báo lợi suất của cổ phiếu VNM. Chuỗi lợi suất theo ngày của VNM tuân theo quy luật phân phối chuẩn và (...) có tính dừng. Kết quả nghiên cứu cho thấy mô hình GARCH(1,1) phù hợp để tiến hành dự báo tỷ suất của cổ phiếu VNM. Những biến động trong quá khứ của thị trường có thể được lặp lại trong hiện tại và nghiên cứu dự báo những biến động của thị trường góp phần cung cấp dữ liệu quan trọng trong việc quyết định phân bổ tài sản, quản lý rủi ro và quản lý các danh mục đầu tư cho các nhà đầu tư trên thị trường chứng khoán Việt Nam. Tiêu thụ năng lượng và tăng trưởng kinh tế có mối quan hệ chặt chẽ không thể tách rời, nó ảnh hưởng đến tình hình phát triển về mọi mặt của quốc gia. Việc điều phối tốt mối quan hệ giữa tiêu thụ năng lượng và tăng trưởng kinh tế sẽ giúp cho nền kinh tế phát triển mạnh mẽ, trên cơ sở năng lượng được sử dụng một cách tối ưu, tránh tình trạng tiêu thụ quá mức, dẫn tới (...) cạn kiệt năng lượng... Trên cơ sở nghiên cứu mối quan hệ giữa tiêu thụ năng lượng và tăng trưởng kinh tế, bài viết đề xuất một số giải pháp nhằm góp phần thực hiện quá trình chuyển đổi năng lượng (sản xuất, tiêu thụ năng lượng bền vững) hiệu quả phục vụ tăng trưởng xanh trong tương lai. Dường như, đô thị là nơi tập trung nhiều thông tin hơn cả, do hệ thống hạ tầng được đầu tư tốt, và thói quen tiêu dùng thông tin cũng phổ biến. Ngoài ra, tính sẵn sàng chi trả cho thông tin có giá trị cũng làm cho nền kinh tế dựa trên thông tin phát đạt ở đô thị. Xây dựng một hệ thống (...) các giá trị văn hóa có tính toàn cầu đối với vấn đề bảo vệ môi trường sinh thái, làm cho mọi quốc gia, mọi người hiểu và đánh giá đúng về vai trò của các giá trị văn hóa, đó là yếu tố quyết định thái độ và hành vi ứng xử của con người với môi trường và xã hội nhằm giữ vững một hệ sinh thái cân bằng và bền vững cho tương lai. Trong một số mới xuất bản của PNAS (Viện hàn lâm khoa học Hoa Kỳ), các nhà nghiên cứu thuộc Florida Atlantic University đã công bố một nghiên cứu công phu, phát hiện thời điểm trỗi dậy của “cái biết có ý thức” (conscious awareness), một ý niệm rất quan trọng đối với quá trình nhận thức và phát triển ý thức của con người. Một ý nghĩa rất sâu sắc của kết quả nghiên cứu này có liên quan tới (...) thế giới tự nhiên, đa dạng sinh thái, và thời gian con người có thể trở nên khỏe mạnh tinh thần khi sống giữa thiên nhiên, tới mức tác giả Weir viết trên Monitor on Psychology [6]: “Thậm chí chỉ âm thanh của tự nhiên cũng có tính chất phục hồi sinh lực”. Như thế, những nỗ lực của con người bảo tồn không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống, cũng chính là bảo tồn nguồn gốc nhận thức, trí khôn, tiếp cận xử lý thông tin, mà những bạn trẻ 3 tháng tuổi trong nghiên cứu đã giúp chúng ta dần hiểu ra. Khi những thông tin từ môi trường được tiếp nhận, xây dựng, lưu trữ, và mở rộng thành các phạm vi ảnh hưởng chủ quan (subjective sphere of influence) trong tâm trí, nó sẽ giúp ta thực hiện các suy nghĩ và hành động có nhận thức rõ ràng, chuẩn xác, và hiệu quả hơn. Đây có lẽ cũng là cách chúng ta học hỏi và xây dựng hệ văn hóa, cũng như tiếp nhận tri thức và tạo ra sự đổi mới sáng tạo trong các khía cạnh của cuộc sống, cụ thể là khoa học công nghệ. Cho nên giá trị thật của không gian thiên nhiên, môi sinh và sự đa dạng sinh học, kiểu hình sự sống rõ ràng không thể nào chỉ tương đương với các món “khoái khẩu” hoặc là doanh số bán vé, thu dịch vụ khách tham quan tại các khu vực bảo tồn được. In "Mathematical Truth", Paul Benacerraf articulated an epistemological problem for mathematical realism. His formulation of the problem relied on a causal theory of knowledge which is now widely rejected. But it is generally agreed that Benacerraf was onto a genuine problem for mathematical realism nevertheless. Hartry Field describes it as the problem of explaining the reliability of our mathematical beliefs, realistically construed. In this paper, I argue that the Benacerraf Problem cannot be made out. There simply is no intelligible problem (...) that satisfies all of the constraints which have been placed on the Benacerraf Problem. The point generalizes to all arguments with the structure of the Benacerraf Problem aimed at realism about a domain meeting certain conditions. Such arguments include so-called "Evolutionary Debunking Arguments" aimed at moral realism. I conclude with some suggestions about the relationship between the Benacerraf Problem and the Gettier Problem. (shrink)

It is widely agreed that the intelligibility of modal metaphysics has been vindicated. Quine's arguments to the contrary supposedly confused analyticity with metaphysical necessity, and rigid with non-rigid designators.2 But even if modal metaphysics is intelligible, it could be misconceived. It could be that metaphysical necessity is not absolute necessity – the strictest real notion of necessity – and that no proposition of traditional metaphysical interest is necessary in every real sense. If there were nothing otherwise “uniquely metaphysically significant” about (...) metaphysical necessity, then paradigmatic metaphysical necessities would be necessary in one sense of “necessary”, not necessary in another, and that would be it. The question of whether they were necessary simpliciter would be like the question of whether the Parallel Postulate is true simpliciter – understood as a pure mathematical conjecture, rather than as a hypothesis about physical spacetime. In a sense, the latter question has no objective answer. In this article, I argue that paradigmatic questions of modal metaphysics are like the Parallel Postulate question. I then discuss the deflationary ramifications of this argument. I conclude with an alternative conception of the space of possibility. According to this conception, there is no objective boundary between possibility and impossibility. Along the way, I sketch an analogy between modal metaphysics and set theory. (shrink)

This chapter provides a brief account of the historical events and cultural attributes that have shaped the current political and economic configuration of the country, a coverage of globalization and entrepreneurial endeavours in relation to trade liberalization, an analysis of growing consumerist tendencies and the solidification of a circle of economic elites, an overview of Vietnamese foreign trade, with (...) a focus on the Association of Southeast Asian Nations (ASEAN) and China as significant partners, and a macroeconomic assessment of the country. In his influential book, The Nature of Morality, Gilbert Harman writes: “In explaining the observations that support a physical theory, scientists typically appeal to mathematical principles. On the other hand, one never seems to need to appeal in this way to moral principles.” What is the epistemological relevance of this contrast, if genuine? This chapter argues that ethicists and philosophers of mathematics have misunderstood it. They have confused what the chapter calls the justificatory challenge for realism about an area, D—the (...) challenge to justify our D-beliefs—with the reliability challenge for D-realism—the challenge to explain the reliability of our D-beliefs. Harman’s contrast is relevant to the first, but not, evidently, to the second. One upshot of the discussion is that genealogical debunking arguments are fallacious. Another is that indispensability considerations cannot answer the Benacerraf–Field challenge for mathematical realism. (shrink)

It is widely alleged that metaphysical possibility is “absolute” possibility Conceivability and possibility, Clarendon, Oxford, 2002, p 16; Stalnaker, in: Stalnaker Ways a world might be: metaphysical and anti-metaphysical essays, Oxford University Press, Oxford, 2003, pp 201–215; Williamson in Can J Philos 46:453–492, 2016). Kripke calls metaphysical necessity “necessity in the highest degree”. Van Inwagen claims that if P is metaphysically possible, then it is possible “tout court. Possible simpliciter. Possible period…. possib without qualification.” And Stalnaker writes, “we can agree (...) with Frank Jackson, David Chalmers, Saul Kripke, David Lewis, and most others who allow themselves to talk about possible worlds at all, that metaphysical necessity is necessity in the widest sense.” What exactly does the thesis that metaphysical possibility is absolute amount to? Is it true? In this article, I argue that, assuming that the thesis is not merely terminological, and lacking in any metaphysical interest, it is an article of faith. I conclude with the suggestion that metaphysical possibility may lack the metaphysical significance that is widely attributed to it. (shrink)

In his précis of a recent book, Richard Joyce writes, “My contention…is that…any epistemological benefit-of-the-doubt that might have been extended to moral beliefs…will be neutralized by the availability of an empirically confirmed moral genealogy that nowhere…presupposes their truth.” Such reasoning – falling under the heading “Genealogical Debunking Arguments” – is now commonplace. But how might “the availability of an empirically confirmed moral genealogy that nowhere… presupposes” the truth of our moral beliefs “neutralize” whatever “epistemological benefit-of-the-doubt that might have been extended (...) to” them? In this article, I argue that there appears to be no satisfactory answer to this question. The problem is quite general, applying to all arguments with the structure of Genealogical Debunking Arguments aimed at realism about a domain meeting two conditions. The Benacerraf-Field Challenge for mathematical realism affords an important special case. (shrink)

Set-theoretic pluralism is an increasingly influential position in the philosophy of set theory (Balaguer [1998], Linksy and Zalta [1995], Hamkins [2012]). There is considerable room for debate about how best to formulate set-theoretic pluralism, and even about whether the view is coherent. But there is widespread agreement as to what there is to recommend the view (given that it can be formulated coherently). Unlike set-theoretic universalism, set-theoretic pluralism affords an answer to Benacerraf’s epistemological challenge. The purpose of this paper is (...) to determine what Benacerraf’s challenge could be such that this view is warranted. I argue that it could not be any of the challenges with which it has been traditionally identified by its advocates, like of Benacerraf and Field. Not only are none of the challenges easier for the pluralist to meet. None satisfies a key constraint that has been placed on Benacerraf’s challenge. However, I argue that Benacerraf’s challenge could be the challenge to show that our set-theoretic beliefs are safe – i.e., to show that we could not have easily had false ones. Whether the pluralist is, in fact, better positioned to show that our set-theoretic beliefs are safe turns on a broadly empirical conjecture which is outstanding. If this conjecture proves to be false, then it is unclear what the epistemological argument for set-theoretic pluralism is supposed to be. (shrink)

It is often supposed that, unlike typical axioms of mathematics, the Continuum Hypothesis (CH) is indeterminate. This position is normally defended on the ground that the CH is undecidable in a way that typical axioms are not. Call this kind of undecidability “absolute undecidability”. In this paper, I seek to understand what absolute undecidability could be such that one might hope to establish that (a) CH is absolutely undecidable, (b) typical axioms are not absolutely undecidable, and (c) if a mathematical (...) hypothesis is absolutely undecidable, then it is indeterminate. I shall argue that on no understanding of absolute undecidability could one hope to establish all of (a)–(c). However, I will identify one understanding of absolute undecidability on which one might hope to establish both (a) and (c) to the exclusion of (b). This suggests that a new style of mathematical antirealism deserves attention—one that does not depend on familiar epistemological or ontological concerns. The key idea behind this view is that typical mathematical hypotheses are indeterminate because they are relevantly similar to CH. (shrink)

Holly Smith has done more than anyone to explore and defend the importance of usability for moral theories. In Making Morality Work, she develops a moral theory that is almost universally usable. But not quite. In this article, I argue that no moral theory is universally usable, in the sense that is most immediately relevant to action, even by agents who know all the normative facts. There is no moral theory knowledge of which suffices to settle deliberation about what to (...) do. However, this is unsurprising if the question of what to do is not a question of fact. One upshot of the discussion is that the search for a universally usable moral theory is misconceived. Another is that, contra Smith (341), agents who are radically uncertain need not lack autonomy. Logical monism is the view that there is ‘One True Logic’. This is the default position, against which pluralists react. If there were not ‘One True Logic’, it is hard to see how there could be one true theory of anything. A theory is closed under a logic! But what is logical monism? In this article, I consider semantic, logical, modal, scientific, and metaphysical proposals. I argue that, on no ‘factualist’ analysis (according to which ‘there is One True Logic’ expresses (...) a factual claim, rather than an attitude like approval), does the doctrine have both metaphysical and methodological import. Metaphysically, logics abound. Methodologically, what to infer from what is not settled by the facts, even the normative ones. I conclude that the only interesting sense in which there could be One True Logic is noncognitive. The same may be true of monism about normative areas, like moral, epistemic, and prudential ones, generally. (shrink)

Post-mortem reproduction is a complex and contested matter attracting attention from a diverse group of scholars and resulting in various responses from a range of countries. Vietnam has been reluctant to deal directly with this matter and has, accordingly, permitted post-mortem reproduction implicitly. First, by analysing Vietnam’s post-mortem reproduction cases, this paper reflects on the manner in which Vietnamese authorities have handled each case in the context of the contemporary legal framework, and it reveals the moral questions arising therefrom. The (...) article then offers an account of Vietnamese social norms as an explanation for the tendency to conduct post-mortem reproduction. In arguing that a deeper and more thorough examination of the moral and ethical reasoning is required, the paper advocates in favour of supportive post-mortem reproduction regulation. In doing so, the paper seeks to reconcile the Vietnamese legal framework and post-mortem reproduction experiences of other countries. The article concludes that Vietnam and countries sharing the similar cultural traits should permit post-mortem reproduction explicitly. This would require full engagement with the ethical and legal issues arising, and careful promulgation of regulations and guidelines based on comparative experiences of a range of countries in handling this matter. How do axioms, or first principles, in ethics compare to those in mathematics? In this companion piece to G.C. Field's 1931 "On the Role of Definition in Ethics", I argue that there are similarities between the cases. However, these are premised on an assumption which can be questioned, and which highlights the peculiarity of normative inquiry.

I discuss methodology in epistemology. I argue that settling the facts, even the epistemic facts, fails to settle the questions of intellectual policy at the center of our epistemic lives. An upshot is that the standard methodology of analyzing concepts like knowledge, justification, rationality, and so on is misconceived. More generally, any epistemic method that seeks to issue in intellectual policy by settling the facts, whether by way of abductive theorizing or empirical investigation, no matter how reliable, is inapt. The (...) argument is a radicalization of Moore’s Open Question Argument. I conclude by considering the ramifications of this conclusion for the debate surrounding “Modal Security”, a proposed necessary condition on undermining defeat. (shrink)

I discuss the structure of genealogical debunking arguments. I argue that they undermine our mathematical beliefs if they undermine our moral beliefs. The contrary appearance stems from a confusion of arithmetic truths with (first-order) logical truths, or from a confusion of reliability with justification. I conclude with a discussion of the cogency of debunking arguments, in light of the above. Their cogency depends on whether information can undermine all of our beliefs of a kind, F, without giving us direct reason (...) to doubt that our F-beliefs are modally secure. (shrink)

I this article, I introduce the notion of pluralism about an area, and use it to argue that the questions at the center of our normative lives are not settled by the facts -- even the normative facts. One upshot of the discussion is that the concepts of realism and objectivity, which are widely identified, are actually in tension. Another is that the concept of objectivity, not realism, should take center stage.

The motivating question of this paper is: ‘How are our beliefs in the theorems of mathematics justified?’ This is distinguished from the question ‘How are our mathematical beliefs reliably true?’ We examine an influential answer, outlined by Russell, championed by Gödel, and developed by those searching for new axioms to settle undecidables, that our mathematical beliefs are justified by ‘intuitions’, as our scientific beliefs are justified by observations. On this view, axioms are analogous to laws of nature. They are postulated (...) to best systematize the data to be explained. We argue that there is a decisive difference between the cases. There is agreement on the data to be systematized in the scientific case that has no analog in the mathematical one. There is virtual consensus over observations, but conspicuous dispute over intuitions. In this respect, mathematics more closely resembles stereotypical philosophy. We conclude by distinguishing two ideas that have long been associated -- realism (the idea that there is an independent reality) and objectivity (the idea that in a disagreement, only one of us can be right). We argue that, while realism is true of mathematics and philosophy, these domains fail to be objective. One upshot of the discussion is that even questions of fundamental physics may fail to be objective in roughly the sense that the question, ‘Is the Parallel Postulate is true?’, understood as one of pure mathematics, fails to be. Another is a kind of pragmatism. Factual questions in mathematics, modality, logic, and evaluative areas go proxy for non-factual practical ones. -/- . (shrink)

In this paper I explore Phyllis Rooney’s 2003 chapter, “Feminist Epistemology and Naturalized Epistemology: An Uneasy Alliance,” taking guidance from her critique of naturalized epistemology in pursuing my own analysis of another uneasy alliance: that between feminist epistemology and social epistemology. Investigating some of the background assumptions at work in prominent conceptions of social epistemology, I consider recent analyses of "epistemic bubbles" to ask how closely such analyses are aligned with ongoing research in feminist epistemology. I argue that critical feminist (...) insights in political philosophy are called for here, especially those that focus on multiple politically salient relationships and also emphasize practices of personal transformation as inseparably bound up with broader movements for social transformation. Insofar as feminist epistemology continues to carry another world in its heart, I argue that it will continue to rest uneasily with any effort to align it with—let alone subsume it within—the still emerging field of social epistemology. Ideology is always an issue that plays an important role in the life of a society, and that ideology also greatly influences the process of ruling the country of dynasties in the history. Unlike previous dynasties, which lasted only a few decades, the Ly dynasty represents a flourishing period of feudalism lasting more than 200 years. A major event was that King Ly Thanh Tong changed the country name from Dai Co Viet to Dai Viet in 1054, ushering in a (...) brilliant era in Vietnamese history. The ideology of “taking people as the root” of Vietnamese feudal dynasties highlights the unyielding and indomitable fighting spirit for the right to enjoy independence and freedom in the old land of Giao Chi and Cuu Chan, which later was Dai Viet and is now Vietnam. It also reflects the desire for people to live in peace and harmony. This articles focuses on studying the ideology of “taking people as the root” through the reign of kings of the Ly dynasty in Vietnam. From there, the article points out the achievements and limitations in the process of taking care of people, as well as historical lessons for the development of the country today. (shrink)

Abstract: In 16 years of Vietnam Bank for Social Policies (VBSP) operation, although mobilized capital has basically met the demand for loans of poor households and other policy beneficiaries, there are still certain limitations. This study is aimed to assess the remaining difficulties in raising capital in VBSP. Research results are surveys of capital mobilization at 8 VBSP’s provinical branches and questionnaire to customers, staff at branches of VBSP across Vietnam. The key problem is mechanism of creating capital source, which (...) has not yet reached stability and long-term; unreasonable capital structure; the gap between capital demand of social security programs assigned by the State to VBSP and actual capital arranged in the annual plan in allocation of capital for socio-economic development plans and state budget estimates. What form must a theory of epistemic injustice take in order to successfully illuminate the epistemic dimensions of struggles that are primarily political? How can such struggles be understood as involving collective struggles for epistemic recognition and self-determination that seek to improve practices of knowledge production and make lives more liveable? In this paper, I argue that currently dominant, Fricker-inspired approaches to theorizing epistemic wrongs and remedies make it difficult, if not impossible, to understand the epistemic dimensions of historic and (...) ongoing political struggles. Recent work in the theory of recognition— particularly the work of critical, feminist, and decolonial theorists—can help to identify and correct the shortcomings of these approaches. I offer a critical appraisal of recent conversation concerning epistemic injustice, focusing on three characteristics of Frickerian frameworks that obscure the epistemic dimensions of political struggles. I propose that a theory of epistemic injustice can better illuminate the epistemic dimensions of such struggles by acknowledging and centering the agency of victims in abusive epistemic relations, by conceptualizing the harms and wrongs of epistemic injustice relationally, and by explaining epistemic injustice as rooted in the oppressive and dysfunctional epistemic norms undergirding actual communities and institutions. The practice of Emergency Management in Michigan raises anew the question of whose knowledge matters to whom and for what reasons, against the background of what projects, challenges, and systemic imperatives. In this paper, I offer a historical overview of state intervention laws across the United States, focusing specifically on Michigan’s Emergency Manager laws. I draw on recent analyses of these laws to develop an account of a phenomenon that I call epistemic redlining, which, I suggest, is a form of (...) group-based credibility discounting not readily countenanced by existing, ‘culprit-based’ accounts of epistemic injustice. I argue that epistemic redlining plays a crucial role in ongoing projects of racialized subordination and dispossession in Michigan, and that such discounting tends to have structural causes that can be difficult to identify and uproot. Contrary to the general thrust of recent work on the topic, I argue that epistemic redlining ought to be understood as a form of epistemic injustice. (shrink)

I discuss Benacerraf's epistemological challenge for realism about areas like mathematics, metalogic, and modality, and describe the pluralist response to it. I explain why normative pluralism is peculiarly unsatisfactory, and use this explanation to formulate a radicalization of Moore's Open Question Argument. According to the argument, the facts -- even the normative facts -- fail to settle the practical questions at the center of our normative lives. Addicts are often portrayed as compelled by their addiction and thus as a paradigm of unfree action and mitigated blame. This chapter argues that our best scientific theories of addiction reveal that, psychologically, addicts are not categorically different from non-addicts. There is no pairing of contemporary accounts of addiction and of prominent theories of moral responsibility that can justify our intuitions about the mitigation of addicts but not non-addicts. Two conclusions are advanced. First, we should either treat addicts as we (...) normally treat non-addicts (as fully culpable) or embrace the skeptical conclusion that everyone is less responsible than we thought—perhaps not responsible at all. Second, we should be doubtful that theorizing about responsibility will be advanced by focusing on particular kinds of psychopathologies. (shrink)

This thesis contains three studies which provide theoretical analysis and empirical evidence on the decision-making of farm households under shocks and imperfect markets in Vietnam. The first study attempts to investigate the effects of the 2007-08 global food crisis on the investment, saving and consumption decisions of household producers by using the panel data of the Vietnam Household Living Standard Survey (VHLSS), covering 2006 and 2008. The results show that the high food prices had a positive effect on only fixed (...) asset investments in the period of the crisis. When the price shocks are incorporated in the financial conditions, the findings reveal that the effects of household incomes, loans obtained and land sizes matter. The second study uses the Vietnam Access to Resources Household Survey (VARHS) of 2010 to assess the determinants of chemical fertiliser adoption for rice cultivation, and effects on productivity and household welfare. The analysis implements both nonparametric (propensity score matching) and parametric (instrumental variables) approaches. The findings show determinants affecting decision of adoption differ from those affecting decision of adoption intensity. The results show unsurprisingly positive impact on outcomes, but focus on advantage of using parametric approach to estimate these impacts. The third study employs a sub-sample from the 2008 VHLSS that is restricted to rural areas and to children from 10 to 14 years old to explore the relationship between farmland and the employment of children on their family’s farm. The hypothesis is tested in three models (the Tobit, Heckit and double-hurdle models), in which the dependent variables are examined for two stages of decision-making, including the probability of participation and the extent of participation. Empirical evidence supports the hypothesis that child labour increases in land-rich households and decreases in land-poor households. (shrink)

In this paper I engage interdisciplinary conversation on inaction as the dominant response to climate change, and develop an analysis of the specific phenomenon of complacency through a critical-feminist lens. I suggest that Chris Cuomo's discussion of the “insufficiency” problem and Susan Sherwin's call for a “public ethics” jointly point toward particularly promising harm-reduction strategies. I draw upon and extend their work by arguing that extant philosophical accounts of complacency are inadequate to the task of sorting out what it means (...) to be complacent on climate change. I offer a sketch for an alternative account, which I take to be a start in the direction of mapping out a diverse array of “motivational vices” that need to be named, grappled with, and remedied. When confronted with especially complex ecological and social problems such as climate change, how are we to think about responsibility for collective inaction? Social and political philosophers have begun to consider the complexities of acting collectively with a view to creating more just and sustainable societies. Some have recently turned their attention to the question of whether more or less formally organized groups can ever be held morally responsible for not acting collectively, or else for not organizing themselves into groups (...) capable of so doing. In this paper I argue that several questionable assumptions have shaped the character and scope of inquiry to this point, precluding us from grappling with a range of important questions concerning the epistemic dimensions of collective inaction. One branch of bioethics assumes that mainly agents of the state are responsible for public health. Following Susan Sherwin’s relational ethics, we suggest moving away from a “state-centered” approach toward a more thoroughly relational approach. Indeed, certain agents must be reconstituted in and through shifting relations with others, complicating discussions of responsibility for public health. Drawing on two case studies—the health politics and activism of the Black Panther Party and the work of the Common Ground Collective in post-Katrina New Orleans—we (...) argue for the need to attend more carefully to the limitations of states and state-driven public health programs. Some researchers and autistic activists have recently suggested that because some ‘autism-related’ behavioural atypicalities have a function or purpose they may be desirable rather than undesirable. Examples of such behavioural atypicalities include hand-flapping, repeatedly ordering objects (e.g., toys) in rows, and profoundly restricted routines. A common view, as represented in the Diagnostic and Statistical Manual of Mental Disorders (DSM) IV-TR (APA, 2000), is that many of these behaviours lack adaptive function or purpose, interfere with learning, and constitute the non-social behavioural (...) dysfunctions of those disorders making up the Autism Spectrum. As the DSM IV-TR continues to be the reference source of choice for professionals working with individuals with psychiatric difficulties, its characterization of the Autism Spectrum holds significant sway. We will suggest Extended Mind and Enactive Cognition Theories, which theorize that mind (or cognition) is embodied and environmentally embedded, as coherent conceptual and theoretical spaces within which to investigate the possibility that certain repetitive behaviours exhibited by autistics possess functions or purposes that make them desirable. As lenses through which to re-examine ‘autism-related’ behavioral atypicalities, these theories not only open up explanatory possibilities underdeveloped in the research literature, but also cohere with how some autistics describe their own experience. Our position navigates a middle way between the view of autism as understood in terms of impairment, deficit and dysfunction and one that seeks to de-pathologize the Spectrum. In so doing we seek to contribute to a continuing dialogue between researchers, clinicians and self- or parent advocates. (shrink)

The evidence is overwhelming that members of particularly wealthy and industry-owning segments of Western societies have much larger carbon footprints than most other humans, and thereby contribute far more than their “fair share” to the enormous problem of climate change. Nonetheless, in this paper we shall counsel against a strategy focused primarily on blaming and shaming and propose, instead, a change in the ethical conversation about climate change. We recommend a shift in the ethical framework from a focus on the (...) role of individual agents and a conversation about guilt; in its place, we propose a relational approach to public health ethics that is centered around the idea of relational solidarity. We begin by briefly reviewing the most common—and woefully inadequate—approach in the West to reducing emissions and responding to the health-related impacts of climate change. We then go on to propose a relational approach to public health ethics as an alternative ethical framework that better fits the moral problems associated with climate change and holds promise for a more meaningful response.
